Emergency Management

To provide guidance for training and education programs.


A. It is the policy of Pierce County to provide emergency management training and education programs for the community. The Pierce County Department of Emergency Management (DEM) is responsible for developing and publishing an annual emergency management training schedule. Training and education programs may target government, first responders, the public, schools and businesses.

B. The Pierce County Hazard Identification and Vulnerability Analysis may be used in determining training needs. Intensified training may be presented in anticipation of predicted hazardous events or potential emergencies.

C. It is the goal of the Pierce County training and education program to present the following if resources permit:

1. Training and exercises covering the basic components of emergency management, emergency operations, field operations and rescue considerations.

2. Training for the DEM staff in professional development and specific emergency management skills.

3. Programs for business and industry to assist in the development of their own plans and programs.

4. Programs for schools and workshops for teachers on incorporating emergency preparedness training in the classroom.

5. Search and rescue (SAR) training and exercise programs to assist SAR volunteers to meet county standards.

6. Public awareness and safety information for schools, businesses, citizens, ethnic groups, the handicapped, etc.

7. Any other training and education programs either upon request, or, in the judgment of the Director of the DEM, are in the best interests of the community.

D. It is the policy of Pierce County to provide as much training and education opportunities as possible at minimal cost. Registration fees may be charged for books, materials, support costs and other course costs, as necessary.

E. The DEM is the lead department for developing and conducting exercises and drills to test the Pierce County Comprehensive Emergency Management Plan (CEMP) in accordance with appropriate state program requirements.
