REPLACEMENT CAPITAL LEVY FOR TECHNOLOGY

Official Ballot Title:

To acquire, construct and install certain capital technology improvements to the District’s education facilities, shall Puyallup School District No. 3 be authorized to impose an excess property tax levy of approximately $0.212 per $1,000 of assessed value upon all taxable property within the District in the years 1998 through 2003 for collection in years 1999 through 2004 to provide an aggregate amount of $7,200,000, as described in Resolution No. 95-97-98?

Explanatory Statment:

Puyallup School District No. 3 (the "District") seeks voter approval of a replacement capital levy for technology improvements in the aggregate amount of $7,200,000, which will be collected over six years, commencing in 1999. The replacement capital levy will pay the cost of acquiring, constructing and installing certain capital technology improvements to the District’s existing education facilities, including, but not limited to, computer learning systems, communications and information systems, and safety enhancements and a contingency for future technology expansion. These capital technology improvements will be part of an integrated technology system for instruction and research.

The replacement capital levy for technology improvements is a six-year levy that will impose an excess property tax levy of approximately $0.212 per $1,000 of assessed value upon all taxable property with the District in the years 1998 through 2003 for collection in the years 1999 through 2004 to provide an aggregate amount of $7,200,000. The District will use replacement capital levy proceeds during the 1998-1999 through 2003-2004 school years. The replacement capital technology levy will replace the District’s current capital technology levy that expires in the year 1998.

In 1992, voters approved the District’s first six-year Technology Levy which will expire at the end of 1998. In the 1992 election, voters approved a Technology Levy tax rate of 39 cents per $1,000 assessed valuation to be collected beginning in 1993. Since then, the tax rate has steadily declined to the current proposed tax rate of 21 cents per $1,000 21 cents per $1,000 assessed valuation.

The proposed Technology Levy is not a new tax. Voters are strongly encouraged to vote "Yes" on the Technology Levy in an effort to provide students with a quality education which will prepare students for future jobs and college. The passage of the Technology Levy will provide: Safe Schools – direct 911 emergency calling access for all classrooms; improves emergency response time for medical aid and law enforcement to our schools. Teaching the Basics with Technology – Provides additional student computers for career training and increases computer availability for all students, especially those who do not have them at home. Computer Learning Systems for students – provides additional classroom computers and insures responsible student access to the Internet; improves parent-teacher communications by making telephones available to teachers at all schools to call parents; increases parent-teacher involvement in school activities and reporting student performance.

Voters are strongly encouraged to vote "Yes" on the Technology Levy. Remember, as the Puyallup community grows, taxes for schools will be spread among more people and individual tax responsibility for school levies will likely decline. Please vote "Yes" for Technology.
