Proposition No. 1
Official Ballot Title: Should the City of Fife abandon its current Mayor-Council form of government and adopt a Council-Manager form of government?
Explanatory Statement: The City of Fife currently operates under the Council-Mayor form of government. The Mayor is elected by the citizens and is the Chief Administrative and Chief Executive Officer for the City. A "no" vote will result in the form of government remaining the same. A "yes" vote will result in the City changing its form of government to a Council-Manager form of government. Under the Council-Manager form of Government there is no separation between the executive branch and the legislative branch of government. The City Manager is the Chief Executive Officer and the Chief Administrative Officer. The City Manager is appointed by the City Council, and can be removed from office by the City Council.
Statement For:
The current mayor and all living past mayors signed the petition supporting this change.
They have experienced the ever-growing complexities of running a city with an 18 million-dollar budget. The requirements for the current administrator are: masters in public administration; bachelors in finance; five years of management experience. We will not likely meet these requirements with an elected official.
All citizens of Fife will receive uniform and fair representation.
The council-manager form of government will spread the policy making among 7 people. A continuity of experience will bring harmony and progress . At least 3 experienced council members remain after each election. They serve 4 year staggered terms.
We are already paying for a manager .
Per the Mayor's request a city administrator was hired. We will save over $32,000 a year by eliminating the now unnecessary mayor's position.
Most new and large cities select the council-manager form of government.
Fife is a small city with a Big city budget. We need a professional, trained manager. Opposition arises from council members fearing the loss of their positions and from those who wish to be mayor. The skills required to be elected the mayor are not the same as those needed to run our City. Who do you prefer to handle your money, a politician or a trained professional? Please join us in supporting this progressive move to modernize government. Your Your Yes vote for proposition #1 will bring peace, harmony, and efficiency to our City government. It is time for a change.

Statement Against:
Do you want to lose your community center, pool and truck routes?
A Mayor/Council form of government provides for the will of the people thru the elected council members and the mayor, as all are elected by the people. This is the only system that provides for a check on the balance of power. It is this check that provides for the equity in our system of government. One of the checks to insure that the will of the people rules, is the power of the "veto". The veto allows the mayor to "check" the actions of the council in the event that they are swayed too far to one side or the other. The mayor serves at the will of the people. This power of veto is key to all the legislative bodies of our government, federal, state and local.
Under a City Manager/Council form of government the system of checks and balances is distorted. The City Manager serves at will of the council, not the people. The point to remember is that the City Manager serves at the will of the Council and can easily be removed by a majority of the council.
The Mayor/Council form of government best serves the often diverse interests of the individual, the corporation, the minority and the majority!

Proposition No. 2 — Advisory Ballot
Official Ballot Title: Should the City Council for the City of Fife pass a Resolution to annex the City of Fife into the Pierce County Library District if the Pierce County Library District agrees to locate a regional library in the City of Fife?
Explanatory Statement: The City of Fife currently does not have a library, and is not part of the Pierce County Library District. This is an advisory vote only. A yes or no vote will have no legal significance. However, it will advise the Fife City Council on the issue of library services within the City of Fife. A "yes" vote will advise the City Council that you wish to have the City join the Pierce County Library District if a regional library is located in the City of Fife. A "no" vote will advise the City Council that you do not want the Council to pass a resolution annexing the City of Fife into the Pierce County Library District.
