Projected Recount Procedures for Precincting Process - Revised
Absentee and Poll Site Ballots

  • Organize precincting teams (four people per table)
    Absentee Processing Area (up to 10 teams)
    Poll Site Processing Area (up to 4 teams)

  • Distribute boxes/cases to tables for precincting.

  • Break seals and sign and date oaths.

  • Place seals and oaths in the seal box.

  • Sort down to the precinct level using normal precincting procedures

  • Runners will put precincted ballots into absentee cubbies or polling place recount boxes.

  • Once precincting is complete for the precinct, Precincting Teams will count total number of ballots per precinct and re-check the precinct number.

  • Precincting team will report the count to the Verifier.

  • The Verifier will log the number on the control sheet.

  • The Verifier will transmit the control sheet to the Reconciler.

  • The Reconciler will compare the number to the ballots cast report from the first recount.

  • If the number is the same: the Reconciler will direct the Verifier to have the runner return absentee ballots to the cubbies and polling place ballots to recount boxes.

  • If the number differs: the Reconciler will direct the Verifier to have a new team count the number of ballots again. This counting teams total will be the final ballots cast number for that precinct.

  • Place a black dot on the completed cubby or recount box.

  • The Reconciler will place the completed forms in the To Be Keyed box.

  • The keyer will input the information on the reconciliation log.

  • Organize counting teams (four people per table)
    Absentee Processing Area (up to 12 teams)
    Middle Room (up to 8 teams)
    Poll Site Processing Area (tentative)

  • Distribute boxes/cases to tables for counting.

  • Counting teams will:

  1. Verify the precinct number

  2. Sort into six stacks: Gregoire, Rossi, Bennett, Write-ins, Over votes, and Under votes.

  3. Any ballot not clearly marked for a candidate, will be placed in the Canvassing Board Transfer Case. Report this number to the Verifier to put on the Precinct Log Sheet.

  4. Pick a stack and count the votes into piles of 20, verifying that they are for the appropriate candidate.

  5. Record the number on a post it note with a red pen.

  6. Exchange counted stacks and recount and record the number on a post it note with a red pen.

  7. Compare numbers on each stack.

  • When the counting team has completed counting each stack, they will signal the Verifier.

  • The Verifier will record the vote totals on to the Precinct Log Sheet and total across.

  • Each Counting Team member and the Verifier will sign the Precinct Log Sheet.

  • The Counting Team and Verifier will box and label the ballots from the table and place it on the shelf in the center of the Absentee Processing Area.

  • Verifier will place the Precinct Log Sheet in the To Be Keyed box.

  • The Keyer will update the reconciliation log with all vote totals from the Precinct Log Sheet.

  • The Keyer will place the completed Precinct Log sheet in the Keyed box.

  • The Reconcilers will compare the Precinct Log Sheets with the abstracts from the first recount.

  • Any discrepancies in vote totals will be researched by the Reconcilers and recounted if necessary.

  • The Reconcilers will place an orange dot on the box and affix a seal once the precinct has been completed.

  • At the end of the day an unofficial daily report will be faxed to the media, placed on our website, and distributed at the Election Center. This report will consist of daily cumulative totals for candidates and the number of precincts counted.

  • All dates and times are subject to change.

Miscellaneous issues:

  • We plan to Canvass the manual recount at 9 a.m. and certify at 2 p.m. on Friday, December 17, 2004. Final reports will be provided at that time.

  • Counting Teams will be rotated.

  • Anyone in the counting area will be required to wear proper identification.

  • Tables will be numbered.

  • Observers will follow local Canvassing Board rules and the Revised Code of Washington laws as they pertain to recounts.

  • Scheduled work day will be 7 a.m. to 5 p.m.

  • Ballot rooms will be sealed each night.

  • This process allows for each ballot to be counted at a minimum of two times.

  • Any changes to our schedule or our procedures will be determined by the Auditor and communicated to all parties involved.

  • All dates and times are subject to change.

  • Any inappropriate behavior will result in dismissal from the Election Center facility.
