An under vote is when a voter chooses not to vote on a specific race or issue. An over vote is when a voter votes for two candidates in a race or connects the arrow for both "yes" and "no" on an issue. In the 2004 primary election, an under vote in the pick-a-party section indicates that the voter did not select a party. An over vote indicates that the voter chose more than one party. An under vote in the partisan section of the ballot indicates that a voter connected one arrow in the pick-a-party section of the ballot, but chose not to vote for a candidate in the party section. An over vote in the partisan section of the ballot indicates that a voter connected the arrow for more than one partisan candidate of the same party in the same race. |
