Outcome Based Evaulation - Training Schedules & Materials


NOTE: OBE Annual Reports are due either July 31, for alternate reporting cycle agencies or January 31, for calendar year reporting agencies.

TRAINING OPTIONS: Agencies who want to begin the process of Annual Outcome Based Evaluation Report writing or have new staff that need to learn the process should plan to attend all four (4) components of training. The classes are meant to be attended in sequence, and are either optional or mandatory: Optional classes : Data Excel and Brown Bag Sessions. Mandatory classes: Performance Measures and Writing OBE Annual Report.

Please download all presentation materials and tools for your perusal before class. The class goals are described in each. Also, please bring them to class. It is suggested that you begin a portfolio of training materials.

BASIC TRAINING: The Annual OBE Report training does not give instruction on the basics of developing an OBE system. If you need help developing your OBE system, please reference the class 'Essential Elements of Outcomes Based Training' listed above.

Registration: The City of Tacoma is the point of contact for registration at: hspc@cityoftacoma.org. Send your Agency and Program name, the email address and phone number you wish to be reached at and the names of the participants. Agencies should plan to send no more than two representatives per program to each mandatory training to ensure that there is space for all. Classes will be limited to 40 individuals except for the Data Excel class, because only 10 computers are available. If a class is full, requesters may be placed on a waiting list and allowed into the class, if there are cancellations.

4) Optional BROWN BAG (You may bring your lunch, as no food or beverages will be provided.)

  • A January, 2009 date, time and location to be determined. No registration is necessary.
  • There are no resource materials for this class. The topics for the agenda are set by participants.

January 13, 2009 9am to noon, at Pierce County Community Services, Conf Rm A on the 1st floor, 3602 Pacific Ave., Tacoma 98418-6813. If your program has a completed Data Collection Worksheet, please bring it with you, and copy and bring all the training materials listed below.

Course Goal: To show attendees the essential elements of Outcome Based Evaluation (OBE), and how to complete the Data Collection Worksheet (DCW). This introductory class is basic information for people who are new to the OBE process and the DCW form.
Course Objectives: Upon completion of the training the attendees will be able to:

  • Identify the components of a logic model
  • Identify service strategies and stages from Outcomes Catalogue
  • Understand the need to quantify indicator success with a measurement tool
  • Identify data collection perspectives and appropriate tools
  • Understand validity and reliability standards for measurement tools
  • Identify data collection process which demonstrates measureable change
  • Understand sampling options
  • Identify the essential elements of the Data Collection Worksheet

Who should attend Improving Decision Making with Meaningful Data training: Individuals who work directly with program outcome data will benefit the most from this course. Participants should have mid-level technical skills in outcome-based evaluation, and have a desire to learn evaluation theory in order to improve their evaluation skills.

  • Cost: $35 which includes Continuing Educatin Units at Key Bank Professional Development Center-University of Washington Tacoma

Course Goal: To improve decision making with meaningful data and to use good evaluation theory to enhance current and future evaluation technical skills.

Course Objectives: Upon completion of the training, the attendees will be able to:

  • Use performance measures to present their program's performance to different audiences
  • Use Excel to build tables and charts that effectively and clearly tell their program's accomplishments

Prerequisites:

  • Participants should be directly working with their program's outcome data.
  • Participants should have mid-level technical skills in outcome-based evaluation and have a desire to learn evaluation theory.
  • Participants will need to commit to attending each class, as the material is progressive.
  • Participants should have attended basic outcomes training courses: Developing an Evaluation Plan and Measurement Tools.

Materials Needed:

  • Materials will be provided at no extra cost to participants.
  • Computer sessions will require participants to bring data from their program, preferrably in an Excel format.
