2001 NACO (National Association of Counties) Achievement Awards:
- 'Crisis Information Center' In an emergency, the dissemination of information is one of the most essential services. Pierce County has improved emergency communications with the Crisis Communications Web Site. The Web site provides a variety of valuable and timely information including press releases (featuring damage updates and number of injuries), school closures, service disruptions, photos, employee information, interactive maps, and background information. As an event moves from response to recovery, the Web site also features on-line damage assessment forms. The use of Internet technology for emergency information was successfully tested after the 6.8 Nisqually earthquake. The Crisis Communications Web Site was available 30 minutes after the earthquake and citizens, news organizations, and the world learned of the magnitude and significance of the disaster from this vital resource.
- 'Drainage Management Program for Environmental Protection' Pierce County's Road Maintenance and Water Programs divisions determined that scheduling of work processes, planning for capital projects and addressing regulatory requirements of the Endangered Species Act could best be managed by developing a Drainage Management System (GPS) to accurately capture drainage feature locations; Geographic Information Systems (GIS) to map and report facilities; and handheld devices to record field inspection information. Introducing technology improved business efficiencies, but the program also includes 'best practices' techniques for performing work, partnering with agencies/jurisdictions in Pierce County on cooperative projects and educating the public on why maintenance operations changed to protect habitat. Becoming a better neighbor by actively communicating about and managing drainage facilities not only ensures ESA compliance but also promotes a better appreciation of government operations.
