Mission Statement:

The mission of the Surface Water Management Division is to be a responsive service organization that efficiently addresses flood control, water quality, and the preservation of natural drainage systems.

Sections within Surface Water Management:

Capital Improvement Program and Projects

Environmental Permitting & Planning: Property Management Plans, Endangered Species - Biological Assessments, Rivers Flood Hazard Management Plan, Basin Planning, Fish Exclusion, Riparian Restorations, Wetland Mitigation, and Environmental Reviews (SEPA) for Projects

Maintenance Operations: Public Ponds, Rivers, Creeks, Small Works Projects, Rock Quarry Facility and Service Response System (SRS)

Water Quality/Watershed Services: Environmental, Natural Resources, Watershed Planning, NPDES, and Private Facility Inspection

Surface Water Management Utility fees are currently based on a comprehensive rate study performed in 1997 which identified the operating, maintenance, and construction needs for different areas of Pierce County. Utility rates were set for five different levels of service depending on the the amount of capital expenses (new construction) and whether or not the area contributed to maintenance of the river levee system.

Please note that these fees only apply to unincorporated Pierce County. Most cities and towns within Pierce County separately determine the billing structure and rates for their individual Surface Water Management Utilities.
