In 1994, a study was conducted to identify costs, timelines and strategies necessary to rebuild existing Pierce County road maintenance facilities. The study found that a centralized facility for road maintenance crews could be built faster and more economically than rebuilding separate facilities.

As a result of the 1994 study, a new facilities plan was developed in 2002 that outlined a Combined Maintenance Facility, later renamed the Central Maintenance Facility (CMF). The new facility will increase operational and safety efficiencies and be able to accommodate the various needs of road maintenance crews.
