The maintenance and repair of the equipment fleet is the largest and one of the most complex functions within ESD. Major repairs are performed at our Central Maintenance Facility while minor repairs are performed at six satellite shops.

The Parts Section is responsible for providing all replacement parts associated with the operation, repair, and maintenance of the fleet. The major inventory location is at the Central Shop. All purchases are received at this location and transferred to inventory locations at the satellite shops.


The Fuel Services Section provides in-house and commercial fueling services for the ESD Fleet including:

  • The maintenance and repair of 13 fuel storage tanks, 19 pumps/dispensers, and 6 Petro-Vend computerized fueling systems located throughout the county.
  • The issuance of in-house and commercial fuel credit cards.
  • Accounting for fuel and allocating costs to fleet units.


Equipment Design

Equipment Services develops specifications for new and replacement equipment purchased by the County. All designs meet applicable manufacturer's and Society of Automotive Engineers specifications. In addition the following criteria are considered:

  • Safety
  • Legal Limits
  • Cost Effectiveness
  • Equipment Task
  • Our Ability to Support the Design
  • Fleet Standardization
  • Equipment Working Environment
  • Training Needs

Procurement

We procure units through the competitive bidding process or direct sales from other governmental agencies. In 2008 ESD will procure approximately $5.8 million in light/heavy trucks and off-road equipment.

Surplus

We develop unit replacement criteria for each class of vehicle. The replacement methodology includes the following factors:

  1. Service Life--the amount of time the unit can stay at its current level of service
  2. Technological Life--the productivity decline compared to a newer design
  3. Economical Life--the total cost associated with a unit over a period of time as well as the length of time the average unit cost is at a minimum.

We remove units from the fleet that have served their useful life span. Surplus units are traded-in, sold to other governmental agencies, or auctioned.
