The Pierce County Sewer Utility produces two documents each year used to schedule future improvements to the Pierce County Sewer System, the Capital Facilities Plan and the Sewer Improvement Program.
The Capital Facilities Plan is a six-year financing and budgeting document used to outline new construction or expansion for the Chambers Creek Regional Wastewater Treatment Plant and infrastructure improvements constructed throughout the sewer service area basin.
The Sewer Improvement Program is a six-year forecasting document used to outline all proposed new projects for the upcoming six-year planning cycle and beyond. It combines elements of the Capital Facilities Plan and Pierce County Budget for use by the Pierce County Council to better understand the scope, cost, funding, and status of future projects proposed by the Utility. Adjustments to both documents are made yearly and projects may be added, shifted, or deleted in order for the Utility to provide the best use of dollars for the benefit of all rate payers. Location maps for all projects are included in both documents.

1. Chambers Creek Regional Wastewater Treatment Plant 15MGD Expansion (2008-2011) This is a capacity improvement project for the Chambers Creek Regional Wastewater Treatment Plant that includes providing increased treatment capacity for the expansion and growth of the County's Sewer Service Area. Improvements include the addition of new tankage for all phases of treatment including Primary Sedimentation Basins, Aeration Basins, and Secondary Clarifiers. This capacity expansion does not include provisions and/or costs for de-nitrification.

2. Chambers Creek Regional Wastewater Treatment Plant Headworks (2008) A maintenance, operations, and improvement project for the for the Chambers Creek Regional Wastewater Treatment Plant including the installation of new perforated plate screens, the addition of a new grit chamber, the replacement of the scum collection system, and the addition of odor control facilities. Improvements also include the abandonment and removal of the existing belt presses as a result of the centrifuge installation in the Fertilizer Manufacturing Building and construction of a new Headworks building to enclose the facilities.

3. Chambers Creek Tunnel Rehabilitation (2008-2009) A preservation project that provides for the rehabilitation and protection of the existing Chambers Creek Tunnel that has experienced accelerated hydrogen sulfide corrosion. The initial project included the lining of approximately 4,200 feet of the tunnel and bypass pumping of the existing flows. Continued rehabilitation will include the re-lining of the remaining 1,100+ feet of the tunnel structure.

4. Collection System Flow Meters (2008) This is an operations project for the installation of flow meters throughout the County's collection system. In 2001, ten (10) flow meters were installed, nine (9) in the CIP budget and one (1) in the maintenance budget. This system of meters allows the Utility to accurately measure flows within the system, identify potential areas with inflow/infiltration problems, identify illegal dumps into the sewer system, and predict system improvements as the collection system expands.

5. Chambers Creek Regional Wastewater Treatment Plant Energy Dissipater Rehabilitation and Odor Control (2008) This preservation project includes the rehabilitation of deteriorating unlined concrete surfaces of this structure at the wastewater treatment plant. Odor Control measures will also be implemented to address existing conditions at this facility.

6. Cypress Green Drainfield Rehabilitation (2008) This is a continuing maintenance project for an existing community septic system. The existing system is showing early signs of failure. This is one of two community systems (Etloh on Fox Island the other) that Pierce County has the ongoing responsibility to operate and maintain.

7. Chambers Creek Regional Wastewater Treatment Plant Heating/Hot Water System (2008) A preservation project to replace two (2) waste-gas heated boilers that have become inefficient and insufficient at providing the required hot water heating demands of the wastewater treatment plant, with three (3) new gas fired boilers. The Wastewater Treatment Plant operates two (2) waste gas boilers. These boilers provide system heat for the treatment process as well as heat for work spaces within the plant. Over time these boilers have become less efficient and a third electric boiler has had to be placed on-line to provide the heat necessary for plant operations. Project will reduce electric costs, continue optimal plant digester operations, and provide more energy efficient and plentiful gas heating.

8. Chambers Creek Regional Wastewater Treatment Plant Laboratory Expansion (2008-2013) A maintenance, operations, and improvement project to expand and improve the existing wastewater treatment plant laboratory to meet existing required testing, documentation, and system reports for the WWTP and Sewer Utility uses over the next twenty (20) year time period. The Wastewater Treatment Plant Testing Laboratory currently performs over 25,000 individual testing operations per year. A staff consisting of two full time and one ¼ time employees perform all of the tests currently required by the NPDES permit and other state agencies. New technologies, fertilizer manufacture, ongoing conformance with the plants NPDES permit, Reclaimed Water Pilot Project, the addition of the Cascadia service area, and more stringent test requirements from DOE have exhausted usable space in the existing lab. This project will provide new, larger laboratory space for all the testing facilities.

9. Chambers Creek Properties North Dock Construction and Overpass (2008-2009) This improvement project consists of the construction of an overpass crossing of the Burlington Northern Santa Fe railroad right-of-way and construction of the new North Dock. The existing North Dock structure will be removed and replaced with a new public access pier and transient dock accessing from the Soundview Trail in accordance with the Chambers Creek Master Site Plan. The project includes engineering studies, design, environmental review, and permitting.

10. Chambers Creek Properties Revised BNSF Access (2008) This improvement and administrative project consists of the revision of the Burlington Northern Santa Fe railroad right-of-way access, including design, permitting, fencing, landscaping, and construction.

11. Chambers Creek Properties Chambers Creek Replacement Pump (2008) This preservation project consists of the replacement of an existing pump within the impoundment area on Chambers Creek.

12. Chambers Creek Properties North Meadow (2008) This improvement project is for the construction of a 6-acre park site for passive recreation and viewing of Puget Sound and the Chambers Bay Golf Course containing restroom facilities and parking for 38 cars.

13. Chambers Creek Properties Central Meadow (2008) This improvement project consists of the construction of a 22-acre park site for use as a passive recreation area and large events such as golf tournaments and community festivals. The site includes restroom facilities, a one-half mile of loop trails on the south and west sides linking to the Soundview Trail, and parking for 84 cars.

14. Fife Siphon Project (2008) An operations and maintenance project consisting of the installation of new rock sump on inlet channel, electrical service, grinder pump, shredder, and high influent float system monitored by RTU telemetry.

15. Lakewood Generator Replacement (2008-2012) This is a preservation and improvement project consisting of the procurement and installation of replacement emergency generator sets at twenty-eight (28) pump station sites within the ULID 73-1 service area. The generators, installed between 1983 through 1986, have reached their expected useful life.

16. Chambers Creek Properties WDFW Fish Count Trail Linkage (2008) An improvement project that provides for the design and construction of pedestrian trail linkages for the Washington Department of Fish and Wildlife Fish Counting Station on Chambers Creek. The link will connect into the Soundview Trail system.

17. Canyon Road Improvements CRP 5404 (2008) A collection system improvement project that includes the installation of 8-inch sanitary sewer collector mains and stubs within the project limits of CRP 5404 Canyon Road. Improvements also include stub and mainline installations on Canyon Road, 144th Street East and 152nd Street East, installation of ladders and adjusting existing manholes in Canyon Road. Previous Phases 1 and 2 installed 14,500 feet of 18, 15, and 8 inch diameter gravity sewer lines from 160th Street East to 116th Street East.

18. Chambers Creek Properties Well Replacement (2008-2009) A preservation and improvement project consisting of the installation of two replacement water wells for the Water Utility on the Chambers Creek Properties site. The wells are needed to perfect the County's water rights for future use and/or sale of water to other municipal entities.

19. Meridian Phase 1 Crossings (2008) An improvement project including the installation of approximately 7 bore/jack crossings of SR 161 between 144th Street East and 158th Street East. The project includes approximately 1,000 feet of steel casing and sanitary sewer carrier pipes. Easement acquisition will be necessary for providing service to all parcels along Meridian.

20. Miscellaneous Sewer Lines (2008-2012) An operations and improvement project that will construct gravity collector sewer line extensions. This includes sewer improvements in conjunction with other jurisdictions road improvement projects. This also includes the cost of raising existing manhole rims located in road improvement projects.

21. Chambers Creek Regional Wastewater Treatment Plant Reclaimed Water System (2008) An improvement project located at the Chambers Creek Regional Wastewater Treatment Plant to produce and supply up to 1.2 million gallons per day of Class A Reclaimed Water. The Class A Reclaimed Water will be diverted from the Headworks Screening Facility wastewater flows and, once processed, be put into use for the irrigation needs of the new Chambers Bay Golf Course, the Environmental Services Building grounds and associated sports fields, and other future projects within the Chambers Creek Properties.

22. Chambers Creek Regional Wastewater Treatment Plant Reclaimed Water System De-nitrification (2008) An improvement project located at the Chambers Creek Regional Wastewater Treatment Plant associated with Project 21 to reduce and/or eliminate nitrogen levels in the final Class A Reclaimed Water product. De-nitrification will depend upon final levels of nitrogen in the reclaimed water and the potential impact to the turf installations the water may have on the Chambers Bay Golf Course, the Environmental Services Building grounds, and associated sports fields.

23. Environmental Services Building Building Expansion (2008) This administrative project consists of the pre-design, design, permitting, and construction of an expansion of the Environmental Services Building.

24. B Street Interceptor (2008-2009) This improvement project includes the installation of approximately 10,000 feet of 36, 30, 27, and 24 inch diameter gravity pipeline along B Street East and Mountain Highway from 176th Street East to 8th Avenue East.

26. Chambers Creek Regional Wastewater Treatment Plant Waste Activated Sludge (WAS) Pump Replacement (2008) An operation, maintenance, and expansion project for the replacement of three (3) 10 hp pumps first placed on-line in 1984 that are now near the end of their projected life and are inadequate for the volumes of effluent required to be pumped.

Chambers Creek Regional Wastewater Treatment Plant Elimination of Open Process Programming SCADA Process (2008-2009) A maintenance project to replace the Open Project software programming currently used in the Supervisory Control and Data Acquisition (SCADA) process with traditional ladder logic programming making additions and/or changes simpler to effect.

28. Oakbrook Side Sewer Repairs (2008) This maintenance project will refurbish existing concrete side sewer connections in a portion of the Oakbrook area from further hydrogen sulfide corrosion caused by upstream low-pressure sewer connections.

29. Miscellaneous Sewer Connections (2008-2013) The Pierce County Council through Ordinance 2006-117s directed the Sewer Utility to investigate how best to connect properties that have failed on-site systems to the sewer system through the use of a newly created set-aside fund. The set-aside fund is comprised of 14% of the last rate increase approved by the County Council for the Sewer Utility. This fund should realize approximately $250,000 dollars per year for connection related projects. It is the intent of the Sewer Utility to utilize these funds to offset the costs of the process for newly formed ULIDs.
