What is Illegal Dumping?

Ilegal dumping is the intentional dumping of solid waste on public or private property without the knowledge or consent of the property owner and includes littering along road right-of-ways.

Common items illegally dumped include:

  • Appliances
  • Furniture
  • Household trash
  • Medical waste
  • Tires


Where to report illegal dumping:

The responding authority and removal process is dependent upon the location of illegally dumped items.


Illegal dumping on County maintained roads:

The removal of illegally dumped waste on County maintained roads is the responsibility of the County.

What happens after you contact Pierce County Responds?

  • Pierce County Responds forwards the information to the Pierce County Public Works & Utilities Road Maintenance Division for cleanup.
  • The process of removing illegally dumped waste may take a few days due to the volume of calls received.


Illegal dumping on private property or private roads:

The removal of illegally dumped waste on private property or a private road is the responsbility of the property owner(s).

  • Report to Pierce County Responds at (253) 798-4636 or report on-line.

What happens after you contact Pierce County Responds?

  • If you are the victim of illegal dumping, Pierce County Responds may be able to assist with disposal fees by providing a Litter Credit, which pays up to $100 in disposal fees at designated facilities.
  • If you are reporting illegal dumping on property other than your own, Pierce County Responds forwards the information to the Tacoma-Pierce County Health Department for investigation.

The removal of illegally dumped waste on County public property is the responsbility of the County.

What happens after you contact Pierce County Responds?

  • Pierce County Responds forwards the information to the appropriate County department for cleanup.


If you witness littering or illegal dumping:

  • Get the license plate and make & model of the vehicle and call the Washington State Department of Ecology's Litter Hotline at 1-866-LITTER1 (1-866-548-8371).

What is the Litter Hotline?

  • It's a toll-free number for people to report littering incidents they witness. These incidents include not only a person throwing something out the window of a vehicle, but also an item falling from an unsecured load.
  • Visit the Department of Ecology's litter hotline website for more information about the program.


  • When not addressed, may attract additional dumping.
  • May include hazardous wastes such as asbestos, household chemicals or paint.
  • May endanger the health and safety of children who may be tempted to play on or around.
  • May create traffic hazards when dumped within the right-of-way.
