What is a Litter Credit?
- A litter credit waives landfill disposal fees up to $100 for:
- Victims of illegal dumping (residential property)
- If the credit will resolve an active solid waste violation (through Tacoma-Pierce County Health Department)
- Any other use authorized by the Pierce County Responds Supervisor.
- The litter credit is also offered for community cleanup programs (neighborhoods, parks, beaches, etc). Volunteers provide labor and transport trash, and the litter credit covers the disposal fee.
The Litter Credit Program is established in Chapter 8.31 of the Pierce County Code.

- The Litter Credit is only available to properties in unincorporated Pierce County.
- Litter Credit requests are made on behalf of the owner/occupant by the inspector responding to either a report of illegal dumping or investigating a public complaint about trash and debris at a residential property.
- The recipient acknowledges the Litter Credit is a one-time only assistance Program, records of Litter Credit allocation are maintained by Pierce County, and future solid waste violations at the property may be cause for enforcement action.
- Waste intended for disposal may not consist of recyclable items.
- The recipient must be able to clean up the property themselves or provide the labor for the cleanup.
- The recipient must be able to transport debris themselves or arrange for the transportation of debris to the nearest disposal Facility, as directed by Pierce County. (A copy of a valid driver's license and proof of automobile liability insurance must be provided for that person transporting waste to the disposal Facility).
- The recipient agrees to clean up the property within 45 days from the date the Litter Credit is issued, unless otherwise determined by the inspector assigned to the case.
- The recipient must fill out their portion of the Litter Credit Request Form. The recipient's printed name and signature confirms his or her understanding of those terms and conditions described above.

- Once Pierce County Responds staff determines an Applicant may be eligible for Litter Credit assistance, staff will complete a Litter Credit Request Form with the Applicant. A copy of a valid driver's license and proof of automobile liability insurance must be submitted with the form.
- Pierce County Responds or Tacoma-Pierce County Health Department staff inspects the property to catalog the materials on the property, and these materials are noted on the Litter Credit Request Form.
- Waste materials not eligible for the Litter Credit include:
| Waste generated by a business or industry |
| Hazardous wastes, chemicals, and paint |
| Yardwaste, brush, leaves, and limbs |
| Infectious and/or medical waste |
| Automobile hulks |
| Asbestos, industrial sludge, and industrial ash |
| Any other waste designated by the Pierce County Responds Code Enforcement Supervisor or Solid Waste Administrator as ineligible |
- The completed Litter Credit Request Form is submitted to Pierce County Responds for review.
- If the Litter Credit Request Form is complete, the Pierce County Responds Code Enforcement Supervisor will likely approve the Litter Credit request.
- If the Litter Credit Request Form is incomplete, the form is returned to the referring agency, if any, or the Applicant for further information.
- If the Litter Credit request is denied, the referring agency and Applicant are notified.
- If the Litter Credit request is approved, the applicant is contacted, and the following process is explained for using the Litter Credit:

The Applicant is notified their Litter Credit has been approved, and that the person who transports the waste must be the person listed on the proof of automobile liability insurance provided with the Litter Credit Request Form. |

Applicants west of the Narrows Bridge are directed to the Purdy Transfer Station, and those East of the Narrows Bridge are directed to the Hidden Valley Transfer Station for waste disposal. Hours of operation and directions are provided. |

We notify the Applicant of the expiration date of the Litter Credit. |
| 4. |
We explain that this is a disposal credit only. No money exchanges hands. For example, if only $50 of the Litter Credit is used, the Applicant does not receive any unused portion of the Litter Credit as cash. |
- A letter authorizing disposal of the waste, and outlining the information above is mailed to the Applicant. A copy of the letter is also sent to the referring agency and to the disposal facility.
- The Applicant must clean the property, haul the waste to the designated disposal facility and provide the Litter Credit letter to the disposal facility.
- A re-inspection of the property may occur to ensure the property has been cleaned, and the enforcement case, if any, may be closed.
