Solid Waste, as defined by Revised Code of Washington (RCW) 70.95 is:

Solid waste means all putrescible and non-putrescible solid and semi-solid wastes, including, but not limited to:

  • garbage
  • rubbish
  • ashes
  • industrial wastes
  • swill
  • sewage sludge
  • demolition and construction wastes
  • abandoned vehicles or parts thereof
  • contaminated soils and dredged materials
  • recyclable materials.


  • Leaking fluids could impact the quality of drinking water wells and surface water
  • May attract rodents and other pests
  • May get scattered all over neighborhood by scavaging animals
  • May emit offensive odors

What happens after you contact Pierce County Responds?

  • Pierce County Responds forwards the information to the Tacoma-Pierce County Health Department to investigate and work with the property owner/tenant to resolve.
  • Pierce County Responds sends a letter to the person initiating the complaint. The letter includes contact information for the Health Department staff assigned to the case.

How Can Pierce County Responds Help?

The Tacoma-Pierce County Health Department will work with the property owner/tenant to resolve the case and may offer the following assistance:

  • A litter credit: The property owner/tenant cleans the property and hauls to a designated landfill, and the litter credit will waive landfill disposal fees, up to $100 (approximately one ton).
  • Dumpster: in limited circumstances, a dumpster may be provided to residents meeting eligibility requirements. Also provided for community cleanup projects, when pre-authorized.
  • Assisted cleanup: Pierce County Responds may contract to have the property cleaned of all solid waste, and put a lien on the property to cover costs.
