Proposed Changes to the SWM Manual

County is revising its Stormwater Management and Site Development Manual (SWM) to be equivalent to the Washington State Department of Ecology's current (2005) Stormwater Manual. The equivalency is a requirement in the County's NPDES Phase-I permit (National Pollution Discharge Elimination System, NPDES, is part of the Federal Clean Water Act). The Ecology Manual will be the framework for the new County SWM Manual which is divided into five volumes. County staff will initially meet to blend the two manuals together and create a preliminary draft. An external (to County government) stakeholders group will then review and comment on the preliminary draft. The Surface Water Advisor Board (SWAB) will be briefed at each step and consulted for major policy decisions that arise from the process. A completed draft of the SWM Manual will them be presented to the Pierce County Council for adoption and to the State Department of Ecology for a determination on its equivalence.

A Determination of Non-Significance (DNS) was issued on 8/11/08. All comments received by the County-PALS are posted below, along with the County's response.

Pierce County Council adopted the SWM Manual and proposed changes to Title 11 and 17A, on September 24, 2008, with one amendment to modify the Table of Contents in Volume III.

EFFECTIVE DATE FOR THE NEW MANUAL IS MARCH 1, 2009.
