General Description of the Hylebos/Browns/Dash Point Basin:
The Hylebos Basin and the Browns/Dash Point Basin will be combined within this Basin Plan. These basins are located in the north part of the County and are within the Puyallup WRIA, however both basins release water directly into Puget Sound rather than discharging to the Puyallup The Hylebos Basin covers 29sq. mi (18,625 acres) and the Browns/Dash Point covers 15sq. mi. (9,589 acres).
Within the Hylebos Basin there has been extensive work done by other jurisdictions such as King County, City of Federal Way, City of Fife and by non profit groups such as Friends of the Hylebos and Cascade Conservancy. The intention of this planning effort is to work in concert with those groups while concentrating efforts in the areas within Pierce County. Because only 6.2% of the entire basin area is unincorporated Pierce County, the plan will be slightly abbreviated from a typical Basin Plan by utilizing as much existing information as possible.
The Browns/Dash Point Basins consist of several small catchments individually discharging to the Puget Sound. Very typically the lower ends of these conveyance systems were historically small ravines which have since been encroached or enclosed to accommodate adjacent landuse conversions. Not as much work has been done within Browns/Dash Point Basin as within the Hylebos. This portion of the plan will also be abbreviated because only 1sq mile of the entire Browns/Dash Point and 1.7sq miles of the Hylebos basin areas is unincorporated Pierce County.
Currently, the basin plan is approximately 80% complete. We have collected GIS data prepared basin maps, contacted and received comments from residents within the basin, characterized the basin's problems and have developed recommendations and costs to fix these problems.
