The Civil Service Commission for Sheriff's Department Employees is established and governed by RCW 41.14. The Civil Service Commission is responsible for administration of personnel policies and practices in areas of competitive testing, conducting investigations and hearings, position classification, and any other matter of general personnel administration subject to the provisions of the State statute and local Rules and Regulations. These responsibilities extend to all employees of the Pierce County Sheriffs Department.

The Civil Service Rules available here apply to Pierce County Sheriff's Department Civil Service positions. The bookmarks on the left when the file is opened may be of assistance in referencing the Rules.

Commission
The Civil Service Commission consists of three volunteer members, who are appointed by the County Executive for a six year term, subject to ratification by the County Council. Commissioners must reside in Pierce County, and have been a resident of the County for a minimum of two years prior to appointment. Commissioners must be United States citizens and registered to vote in Pierce County.

The Civil Service Commission meets once monthly, currently the second Tuesday of each month, beginning at 5:00 p.m. Meetings vary in length, usually lasting one half hour to two hours long. The Meeting Notice and Agenda is published on-line prior to each meeting. After the meeting, the Meeting Minutes are compiled by the Chief Examiner and published on-line.

Division
The Civil Service Commission is supported by the Civil Service Division of the Pierce County Human Resources Department. The Division consists of four staff members, including the Chief Examiner, who is responsible for the overall day-to-day management of the Civil Service Division. The Civil Service Division develops and manages all recruitment, examinations and selection processes for the Sheriff's Department. Additionally, the Civil Service Division supports promotional, entry level, commissioned and civilian job classifications within the Sheriff's Department.

Application Process
Applications for Civil Service positions are available only when the position is open. Positions that are currently open are listed on Pierce County Jobs. A completed application packet is a very important part of the Civil Service employment process. All applicants must submit a signed employment application and the attached Self-Screening Questionnaire by the date and location indicated in the position announcement, in order to proceed through the hiring process. A resume in lieu of the completed application packet is not acceptable. All Civil Service applicants must be United States citizens and have the ability to read and write the English language as required by RCW 41.14.100.

Examination Process
All entry-level Civil Service positions have a graded examination process that applicants must successfully complete with a passing score of 70% or higher. All successful applicants will be placed on the ranked eligibility register in order, based on their individual examination score. Due to differences in examinations and/or processes, be sure that you read the position announcement carefully and follow the instructions completely. 'Frontline' is currently the examination that Pierce County is using for entry level Deputy Sheriff positions. For a fee, there is a practice examination offered by Ergometrics for the 'Frontline' exam. There is no requirement for applicants to take the practice exam. It is available as an optional resource.

Background Investigation Process
Prior to actual appointment to a position, an applicant must successfully complete a thorough Sheriff's Department background investigation. The background investigation may consist of, but is not limited to, the following:

- Sheriff's Department Interview
- Formal Oral Board Interview
- Employment History Check
- Neighborhood Check
- Reference Checks
- Behavioral Characteristics Assessment
- Polygraph Examination
- Post offer Medical Examination Including Drug Screen
- Criminal, Driving, and Financial History Check

Failure to succesfully pass or complete any phase of the Sheriff's Department background investigational process is cause for removal from the employment register.

Self-Screening Questionnaire
Each employment application packet for Civil Service has a Self-Screening Questionnaire. The questionnaire is designed to give each applicant the opportunity to see if they meet the minimum background requirements for the position that they are applying for.

Additional Information
All Civil Service Employees of the Sheriff's Department serve at least a one year probationary period. Union affiliation: Job classifications covered by union security provisions require union membership, dues or payment of equivalent services fees.

The Washington State Criminal Justice Training Commission certifies both law enforcement and correctional officers in Washington State. The WSCJTC web site contains information for the basic law enforcement academy (BLEA) and the correctional officer academy, as well as physical fitness standards information for both academies.

The Pierce County Sheriff's Department manual states that employees are prohibited from purchasing or having a vested interest in any establishment within the limits of Pierce County where there is an obligation for continuous police scrutiny or potential conflict of interest.

Washington State law RCW 41.04 provides for Veterans Scoring Criteria status in the examination of applicants for employment with political subdivisions of the State, provided certain requirements are met. Pierce County awards Veterans Scoring Criteria, in accordance with state law, to veterans honorably released from active military service who meet all statutory requirements. If you are claiming Veterans Scoring Criteria, you must attach your DD Form 214 Copy 4 to your completed application packet.
