Introduction: What is the Waste Handling Agreement?

An agreement (contract) between Pierce County and Pierce County Recycling, Composting and Disposal, LLC (doing business as LRI) to provide for the handling and disposal, recycling, composting or other disposition of all solid waste generated by residents and businesses in the Pierce County Solid Waste Disposal Services Area. At the August 12, 2008 Council meeting, the Pierce County Council voted to continue discussion on the Waste Handling Agreement (Proposal R2008-117):

Previous Council Action:

  • On July 28, 2008 the Pierce County Council's Economic & Infrastructure Development Committee (EIDC) accepted public comment on the proposed Waste Handling Agreement.
  • At that meeting, the five-members of the EIDC voted to forwarded the Waste Handling Agreement to the full Council for review and public comment at their August 12 meeting.

Background:

The Pierce County Council, through Resolution R-2008-73 (PDF file, 3 pages, 26 KB), requested the Pierce County Solid Waste Advisory Committee (SWAC) review the proposed Agreement for consistency with the Tacoma-Pierce County Solid Waste Management Plan and hold a public comment meeting on the proposed Agreement.

  • The SWAC accepted comments on the proposed Waste Handling Agreement at their May 28, 2008 meeting.

  • The SWAC considered comments received and met again on June 11. At that meeting, the SWAC recommended:

To find the proposed draft Solid Waste Handling Agreement consistent with the Solid Waste Plan and 2008 Supplement; and recommended that the Council consider additional public meetings regarding contractual agreement issues.
